Valgerd Svarstad Haugland, the state administrator for Østfold, Buskerud, Oslo, and Akershus, has resigned following revelations of serious administrative failures.
Over 120 complaints about forced medication were improperly dismissed, affecting the rights of 114 patients.
Additionally, nearly 1,000 requests for document access were ignored, violating transparency laws.
Professor Kjell Arne Røvik described the situation as a "massive system failure.
" Haugland cited a lack of resources and trust from the government as key factors in her decision.
The case has sparked national debate about accountability and resource allocation in public administration.
