A bomb threat at a Nav office in Åsane Senter, Bergen, led to a large-scale emergency response on Monday.
The center was evacuated, and a 200-meter safety zone was established after a suspicious bag was found.
The bag, containing visible wires and a clock, was later deemed harmless by the bomb squad.
A Norwegian man in his 50s was arrested in connection with the threat and is suspected of making terror threats.
He was apprehended in his car in southern Bergen and is involved in other cases of threats.
Police are conducting further investigations, including witness interviews and searches of the suspect's vehicle and residence.
