Tromsø municipality has halted its school restructuring plan after errors in a key report were uncovered.
The 120-page document, which used artificial intelligence (AI) tools, cited 18 sources, but only seven could be verified.
Experts attribute the issue to AI "hallucination," where language models generate false references.
The municipality's director, Stig Tore Johnsen, called the situation "embarrassing" and promised a thorough review.
Critics, including students and educators, have expressed outrage, citing the importance of accurate data for decisions affecting education.
The municipality plans to delay the process by six months to address the errors and restart consultations.
